REGAN KULHAVY
A U.S. Army JAG veteran and military spouse, Regan brings years of courtroom and legal experience to serving fellow veterans. She knows the challenges of the VA system firsthand and is passionate about ensuring those who served receive the benefits they deserve.

As both a veteran and the spouse of an active-duty Army physician, Regan has a strong passion for helping fellow veterans navigate the VA system and secure the disability benefits they deserve.
Originally from Philadelphia, Pennsylvania, Regan earned her bachelor’s degree in international political economy from Penn State University before pursuing law school. Fluent in Spanish, she completed a dual-degree program at Stetson University in Gulfport, Florida, and La Universidad de Granada in Granada, Spain, earning J.D. degrees from both institutions. Following law school, Regan earned a direct commission as an officer in the U.S. Army Judge Advocate General’s Corps.
During her six years of service as a JAG attorney, Regan held a variety of roles. She began as a legal assistance attorney, claims attorney, and officer-in-charge of the tax center in Stuttgart, Germany. She then served as trial counsel for the 21st Theater Sustainment Command and as command judge advocate for the 10th Army Air and Missile Defense Command in Kaiserslautern, Germany. For her final assignment, she returned to the United States, where she served as legal advisor to the Western Hemisphere Institute for Security Cooperation and as an administrative law attorney at Fort Benning, Georgia – Home of the Infantry.
Regan is VA-accredited and authorized to represent veterans nationwide before the Department of Veterans Affairs. She is also admitted to practice law in Georgia, Florida, and Pennsylvania, as well as before the United States Court of Appeals for Veterans Claims.
HEATHER WHITECOTTON SEGELHORST
Heather’s military career spans both enlisted and officer service, including a combat deployment and years as a JAG attorney supporting U.S. Army Special Operations. Her perspective as both a soldier and lawyer drives her commitment to guiding veterans through every step of the disability process.

Heather served in the Army as both an enlisted soldier and an officer. Following the attacks of 9/11, she felt driven to serve. She enlisted as a military intelligence specialist and served for four years, including one year in Korea and a 15-month tour as a non-commissioned officer in Baghdad, Iraq.
After completing her enlistment, she returned to her home state of Illinois and used the G.I. Bill to complete her B.S. in Political Science and Economics and earn her J.D. After graduation, she married her husband, a Special Forces officer, and applied to re-enter the Army as a lawyer in the Judge Advocate General’s Corps.
As a JAG, Heather was assigned to Schofield Barracks, Hawaii, where she served as a Legal Assistance Attorney, Special Victim’s Counsel, and Trial Counsel with the 25th Infantry Division; Fort Bragg, North Carolina, where she served as an Administrative Law Attorney for the United States Army Special Operations Command and 1st Special Forces Command (Airborne); and finally, the United States Military Academy at West Point, where she served as an Assistant Professor in the Department of Law and taught Constitutional & Military Law to first- and second-class cadets.
Heather is VA-accredited and authorized to represent veterans nationwide before the Department of Veterans Affairs. She is also admitted to practice in North Carolina, the United States Court of Appeals for Veterans Claims, and the Supreme Court of the United States.
